The&lt;/p&gt;&lt;p align="left"&gt;threat of higher interest rates, tighter lending criteria, and in British Columbia and Ontario, the&lt;/p&gt;&lt;p align="left"&gt;introduction of the new Harmonized Sales Tax (HST) have clearly served to kick-start real estate activity&lt;/p&gt;&lt;p align="left"&gt;from coast-to-coast, prompting an unprecedented influx of purchasers. As a result, 87.5 per cent of&lt;/p&gt;&lt;p align="left"&gt;markets posted an increase in sales in January. Average price appreciated in 81 per cent of markets&lt;/p&gt;&lt;p&gt;surveyed.&lt;/p&gt;&lt;p&gt;&amp;nbsp;&lt;/p&gt;&lt;p&gt;&amp;nbsp;&lt;img src="http://www.bankforeclosuressale.com/images/housing-market2.jpg" /&gt;&lt;/p&gt;&lt;p&gt;&amp;nbsp;&lt;/p&gt;&lt;/font&gt;&lt;/font&gt;&lt;font face="TTE1666C40t00" size="3"&gt;&lt;font face="TTE1666C40t00" size="3"&gt;&lt;p align="left"&gt;&amp;ldquo;There have never been so many motivating factors in play at once,&amp;rdquo; says Michael Polzler, Executive Vice&lt;/p&gt;&lt;p align="left"&gt;President, RE/MAX Ontario-Atlantic Canada. &amp;ldquo;We&amp;rsquo;re in for a heated Spring market that will, in all&lt;/p&gt;&lt;p align="left"&gt;probability, spill over into the summer months, as the window of opportunity draws to a close. The&lt;/p&gt;&lt;p align="left"&gt;supply of homes listed for sale has been drastically reduced, housing values are once again on the&lt;/p&gt;&lt;p align="left"&gt;upswing, and banks and governments are moving in unison toward stricter lending policies.&amp;rdquo;&lt;/p&gt;&lt;p align="left"&gt;Markets experiencing the tightest inventory levels include Toronto (- 41 per cent); Kitchener-Waterloo&lt;/p&gt;&lt;p align="left"&gt;(-33 per cent); Ottawa (- 30 per cent); Victoria (- 30 per cent); Greater Vancouver (- 27 per cent); Halifax-&lt;/p&gt;&lt;p align="left"&gt;Dartmouth (- 19 per cent); London-St. Thomas (- 18 per cent); Regina (- 16 per cent); and Winnipeg (- 13&lt;/p&gt;&lt;p align="left"&gt;per cent). Conditions were still balanced, but starting to tighten in Calgary, Edmonton and Saskatoon,&lt;/p&gt;&lt;p align="left"&gt;particularly in the single-family detached category.&lt;/p&gt;&lt;font face="TTE1666C40t00" size="3"&gt;&lt;font face="TTE1666C40t00" size="3"&gt;&lt;p align="left"&gt;The highest year-over-year sales gains were reported in Greater Vancouver (152 per cent), Kelowna (121&lt;/p&gt;&lt;p align="left"&gt;per cent), Greater Toronto (87 per cent), Victoria (69 per cent), Hamilton-Burlington (58 per cent),&lt;/p&gt;&lt;p align="left"&gt;London-St. Thomas (55 per cent) and Calgary (47 per cent). Western Canadian cities dominated the list&lt;/p&gt;&lt;p align="left"&gt;of centres with the highest increases in price appreciation. These included Victoria at 25.5 per cent,&lt;/p&gt;&lt;p align="left"&gt;Kelowna at 22 per cent, Greater Vancouver at 19.5 per cent, and Winnipeg at 17 per cent. St. John&amp;rsquo;s (23&lt;/p&gt;&lt;p align="left"&gt;per cent) and Toronto (19 per cent) were also among the frontrunners for price growth.&lt;/p&gt;&lt;p align="left"&gt;&amp;ldquo;Affordability is the catalyst for the vast majority of purchasers in today&amp;rsquo;s housing market,&amp;rdquo; says Elton&lt;/p&gt;&lt;p align="left"&gt;Ash, Regional Executive Vice President, RE/MAX of Western Canada. &amp;ldquo;While homeownership is still&lt;/p&gt;&lt;p align="left"&gt;within reach in many major centres, levels are slipping. There is a growing sense, on both sides of the&lt;/p&gt;&lt;p align="left"&gt;fence, that the time to act is now.&amp;rdquo;&lt;/p&gt;&lt;p&gt;While buyers are taking advantage of favourable conditions, sellers too are reaping the rewards.&lt;/p&gt;&lt;font face="TTE1666C40t00" size="3"&gt;&lt;font face="TTE1666C40t00" size="3"&gt;&lt;p align="left"&gt;Competing bids are a factor in the marketplace once again, with well-priced listings&amp;mdash;especially at the&lt;/p&gt;&lt;p align="left"&gt;entry-level price point&amp;mdash;experiencing multiple offers. Properties priced at fair-market value will likely&lt;/p&gt;&lt;p align="left"&gt;sell quickly for top dollar. The overall pressure on sales and price is significant across the board &amp;ndash; and&lt;/p&gt;&lt;p align="left"&gt;it&amp;rsquo;s not likely to subside unless more inventory comes on-stream.&lt;/p&gt;&lt;p align="left"&gt;&amp;ldquo;The level of frustration is growing, as pent-up demand builds,&amp;rdquo; says Polzler. &amp;ldquo;For every successful offer,&lt;/p&gt;&lt;p align="left"&gt;there are those that will walk away empty-handed. They&amp;rsquo;re thrust back into the buyer pool and the&lt;/p&gt;&lt;p align="left"&gt;process starts all over again. Some buyers are upping the ante, while others are considering alternate&lt;/p&gt;&lt;p align="left"&gt;housing options. Still, purchasers remain cautious in their bids, with most careful not to max out debt&lt;/p&gt;&lt;p align="left"&gt;service ratios.&amp;rdquo;&lt;/p&gt;&lt;p align="left"&gt;Recent revisions to lending criteria will add fuel to the fire in the short term. Buyers considering a&lt;/p&gt;&lt;p align="left"&gt;variable rate mortgage will step up their plans for homeownership in the next month or so just to get in&lt;/p&gt;&lt;p&gt;under the wire. In the longer term, buyers will adjust, but move forward. Compromise has long been &lt;font face="TTE1666C40t00" size="3"&gt;&lt;font face="TTE1666C40t00" size="3"&gt;&lt;p align="left"&gt;a&lt;/p&gt;&lt;p align="left"&gt;reality&amp;mdash;particularly in the larger centres. This simply means they may go smaller or further in their&lt;/p&gt;&lt;p align="left"&gt;pursuits.&lt;/p&gt;&lt;p align="left"&gt;&amp;ldquo;It&amp;rsquo;s been a 180 degree turnaround from this time last year,&amp;rdquo; says Ash. &amp;ldquo;It&amp;rsquo;s clear that real estate from&lt;/p&gt;&lt;p align="left"&gt;coast to coast has roared back to life and markets are once again firing on all cylinders. The vast&lt;/p&gt;&lt;p align="left"&gt;majority of markets are now recovered and fully-evolved, with all segments working in tandem. During the early half the 19th century, a school was built on Vaughan&amp;#39;s eighth concession, a flour mill and store flourished at Pine Grove which is among the oldest areas of the city. A scattering of houses arose around Smith&amp;#39;s mill (presently Hayhoe Mills on Pine Grove). Smith&amp;#39;s mill later became known as Smithsville, but was eventually incorporated into the town of Woodbridge. A similar settlement, known as Brownsville, came into being around a mill run by John Brown on the Humber River on what is today Wallace Street in today&amp;#39;s downtown Woodbridge business section. Woodbridge proper, however, did not begin to take the form of a settlement or village until the arrival of Rowland Burr in 1837. The town&amp;#39;s name was changed to Woodbridge in 1855 because there was already a settlement named Burrwick. The name was taken from the wooden bridge that crossed the Humber River as an entry point into town. The historic bridge was located close to what is today Islington Avenue and Langstaff Road, on Langstaff looking north. A replica bridge circa 1930 made out of concrete remains close to the original bridge location and is accessible from Boyd Park and to a city maintenance facility. However, it has not been maintained for decades and is actually quite dangerous to stand on.&lt;/p&gt;&lt;p style="margin-top:0.4em;margin-right:0px;margin-bottom:0.5em;margin-left:0px;line-height:1.5em;"&gt;&amp;nbsp;In the 1950s, Woodbridge experienced growth from suburban Toronto &amp;nbsp;houses. The suburban expansion began east of the Humber and East Humber and to the northeast. Prior to the expansion, the urban area was up to Kipling Avenue and to the Humber. It later expanded in the west up to Martin Grove Road with a north to south width of about 800 m in the 1960s and to the north and portions of the northeast of Langstaff Road. It later expanded north in the 1970s and the 1980s. A drive-in theatre from the 60s-70s was situated at Highway 27 and Langstaff near Martin Grove Road for many years until it was torn down in the late 1990s for residential houses. The housing developments in the west expanded north to Langstaff and in the central part of Woodbridge including a part which transformed older stores into smaller units of housing in the early-1980s and west to Highway 27 in the late-1980s and in 1992. The houses expanded north to 400 m south of Rutherford Road in the 1980s and east up to Weston Road from Highway 7 to 400 m south of Rutherford Road and south to 200 m north of the present-day Hwy 407.&lt;/p&gt;&lt;p style="margin-top:0.4em;margin-right:0px;margin-bottom:0.5em;margin-left:0px;line-height:1.5em;"&gt;The housing developments in mid-1990s expanded Martin Grove Road northward. Woodbridge Highlands was formed in the northwest, east of Highway 27 in the 1990s. In 1994 housing developments reached to Rutherford and continued until 1996 except for the northeast and the southeastern part. The condominiums began construction and now appear between Woodbridge Avenue and the Humber. &lt;/p&gt;&lt;p style="margin-top:0.4em;margin-right:0px;margin-bottom:0.5em;margin-left:0px;line-height:1.5em;"&gt;Sonoma Heights at Islington and Rutherford and the Vellore area at Weston and Rutherford have been developed. The Vellore area includes Vellore Village developed by builders such as Greenpark Homes, Aspen Ridge Homes and Remington Homes. The Vellore Woods area was developed by Arista Homes and Fieldgate Homes. Development in the west end of Woodbridge then followed with Weston Rd and Rutherford becoming a major focal point for the building of additional residential units stretching north to Major Mackenzie. Land on both sides of Weston Road to Major Mackenzie were completely filled in. As an example of the scope of the development process, as of 2009 the entire area between Pine Valley Drive and Jane Street from Rutherford to Teston Road will eventually become houses. Houses were also built inside the Islington, Hwy 27, Major Mackenzie, and Rutherford quadrant. In addition, Vaughan Mills and a newer business section occupy the lands east of the 400, south of Rutherford. It is estimated that over 15,000 homes were built in less than 12 years with continued growth expected. All of these areas were previously fields less than 10 years ago with Canada&amp;#39;s Wonderland previously sitting adjacent to hectares of empty farm land.&lt;/p&gt;&lt;p style="margin-top:0.4em;margin-right:0px;margin-bottom:0.5em;margin-left:0px;line-height:1.5em;"&gt;Woodbridge Avenue between Islington Avenue and Kipling Avenue was once home to some of the historical buildings from the late 19th century in addition to newer 1920s-1960s buildings, but is rapidly being reconstructed. Two examples of a histoic buildings include a Tinsmith Shop and Masonic Lodge (circa 1850) and the Burwick family home (from 1844 on Pine Street) that were moved to Black Creek Pioneer Village. Market Lane remains the commercial hub of this area, with several other shops and stores lining Woodbridge Avenue. Since 2000, there has been an increase in condominiums and apartment buildings on the historic avenue. Much of the avenue will be dominated by condominiums in the future as previous landowners have sold to developers&lt;/p&gt;&lt;p type="html">&lt;h1&gt;Backgrounder&lt;/h1&gt;&lt;h2&gt;Canada&amp;#39;s Housing Market Remains Strong&lt;/h2&gt;&lt;p&gt;Canada&amp;#39;s housing market remains healthy and stable. According to the International Monetary Fund, our housing market is fully supported by sound economic factors, such as low interest rates, rising incomes and a growing population. Moreover, mortgage arrears&amp;mdash;overdue mortgage payments&amp;mdash;have also remained low. &lt;/p&gt;&lt;p&gt;Today&amp;#39;s announcement is part of the Government&amp;#39;s policy of proactively adjusting to developments in the housing market that could take root and cause instability. These steps are timely, targeted and measured, and will reinforce the importance of Canadians borrowing responsibly and using home ownership as a savings mechanism.&lt;/p&gt;&lt;h2&gt;Mortgage Insurance &lt;/h2&gt;&lt;p&gt;Mortgage insurance (which is sometimes called mortgage default insurance) is a credit risk management tool that protects lenders from losses on mortgage loans. If a borrower defaults on a mortgage, and the proceeds from the foreclosure of the property are insufficient to cover the resulting loss, the lender submits a claim to the mortgage insurer to recover its losses.&lt;/p&gt;&lt;p&gt;The law requires federally regulated lenders to obtain mortgage insurance on loans in which the homebuyer has made a down payment of less than 20 per cent of the purchase price (also called high loan-to-value ratio loans). The homebuyer pays the premium for this insurance, which protects the lender if the homebuyer defaults.&lt;/p&gt;&lt;p&gt;The Government ultimately backs most insured mortgages in Canada. It is responsible for the obligations of Canada Mortgage and Housing Corporation (CMHC) as it is an agent Crown corporation. In order for private mortgage insurers to compete with CMHC, the Government backs private mortgage insurers&amp;#39; obligations to lenders, subject to a deductible equal to 10 per cent of the original principal amount of the loan.&lt;/p&gt;&lt;p&gt;In October 2008, the Government adjusted its minimum standards for government-backed, high-ratio mortgages, including:&lt;/p&gt;&lt;ul&gt;&lt;li&gt;Fixing the maximum amortization period for new government-backed mortgages to 35 years.&lt;/li&gt;&lt;li&gt;Requiring a minimum down payment of five per cent for new government-backed mortgages.&lt;/li&gt;&lt;li&gt;Establishing a consistent minimum credit score requirement. &lt;/li&gt;&lt;li&gt;Requiring the lender to make a reasonable effort to verify that the borrower can afford the loan payment.&lt;/li&gt;&lt;li&gt;Introducing new loan documentation standards to ensure that there is evidence of reasonableness of property value and of the borrower&amp;#39;s sources and level of income.&lt;/li&gt;&lt;/ul&gt;&lt;h2&gt;Measures Announced Today&lt;/h2&gt;&lt;p&gt;&lt;strong&gt;Today, the Government announced three changes to the standards governing government-backed mortgages&lt;/strong&gt;.&lt;/p&gt;&lt;h3&gt;Qualifying at a Five-Year Rate&lt;/h3&gt;&lt;p&gt;Current interest rates are at record low levels, which has improved the affordability of housing for Canadians. It is important that Canadians borrow prudently and are able to manage their debt loads when interest rates rise. &lt;/p&gt;&lt;p&gt;Lender and mortgage insurers look at two key ratios when assessing the ability of a borrower to make payments on a mortgage loan: &lt;/p&gt;&lt;ul&gt;&lt;li&gt;Gross Debt Service (GDS) ratio&amp;mdash;the ratio of the carrying costs of the home, including the mortgage payment, taxes and heating costs, to the borrower&amp;#39;s income.&lt;/li&gt;&lt;li&gt;Total Debt Service (TDS) ratio&amp;mdash;the ratio of the carrying costs of the home and all other debt payments to the borrower&amp;#39;s total income.&lt;/li&gt;&lt;/ul&gt;&lt;p&gt;Currently, the interest rate used to determine the mortgage payment for these calculations is either the rate fixed for the term of the mortgage or, in the case of a variable-rate mortgage and mortgages with terms of less than three years, the greater of the contract rate and the prevailing three-year fixed rate. &lt;/p&gt;&lt;p&gt;The adjustments to the mortgage framework will require mortgage insurers to ensure that borrowers qualify for their mortgage amount using the greater of the contract rate or the interest rate for a five-year fixed rate mortgage when calculating the GDS and TDS ratios.&lt;/p&gt;&lt;p&gt;This measure is intended to protect Canadians by providing them with additional flexibility to support mortgage payments at higher interest rates in the future.&lt;/p&gt;&lt;h3&gt;Limit the Maximum Refinancing Amount to 90 per cent of the Loan-to-Value Ratio&lt;/h3&gt;&lt;p&gt;Borrowers seeking financial flexibility can currently refinance their mortgage and increase the amount they are borrowing on the security of their home up to a limit of 95 per cent of the value of the property. This type of refinancing lowers the borrower&amp;#39;s equity in their home. The adjustments today will lower the maximum amount of the mortgage loan in a refinancing of a government-backed high ratio mortgage loan to 90 per cent of the value of the property, consistent with the principle that home ownership is a tool for savings. &lt;/p&gt;&lt;h3&gt;Discouraging Speculation by Requiring a Minimum Down Payment of 20 per cent for non-owner-occupied properties&lt;/h3&gt;&lt;p&gt;This measure will require a minimum down payment of 20 per cent for government-backed mortgage insurance on non-owner-occupied properties purchased for speculation. Currently, borrowers may purchase a residential property with a 5 per cent down payment. Today&amp;#39;s change will require a 20 per cent down payment for small (i.e., 1- to 4-unit) non-owner-occupied residential rental properties. Borrowers purchasing owner-occupied residential properties which also include some rental units (e.g., borrowers purchasing a duplex to live in one unit and rent out the other) will still be able to access government-backed mortgage insurance with a 5 per cent down payment. &lt;/p&gt;&lt;h2&gt;Moving to the New Framework&lt;/h2&gt;&lt;p&gt;These adjustments to the mortgage insurance guarantee framework are intended to come into force on April 19, 2010. It is bounded by the Rouge River on the east, Port Union Rd. on the west, Lake Ontario to the south, and (nowadays) Highway 401 to the north. The former northern limit to Port Union was Lawrence Ave. The last eastern exit on the highway is located here. Most residents are commuters who travel downtown each day via the 401 or Kingston Road (Highway #2). Average commute times are 40 minutes to 1 hour depending on the level of congestion.&lt;/span&gt;&lt;/p&gt;&lt;span class="Apple-style-span" style="font-family:Verdana, Geneva, Arial, Helvetica, sans-serif;line-height:normal;font-size:11px;"&gt;&lt;p align="justify" style="font-family:Verdana, Geneva, Arial, Helvetica, sans-serif;font-size:11px;font-weight:normal;"&gt;&lt;font color="#000000"&gt;Port Union was part of the Township of Pickering, Ontario until 1984, when municipal reforms in Ontario transferred the neghbourhood to the City of Scarborough. Scarborough was merged with five other municipalities and a regional government to form the new &amp;quot;City of Toronto&amp;quot; in 1998.&lt;/font&gt;&lt;/p&gt;&lt;p align="justify" style="font-family:Verdana, Geneva, Arial, Helvetica, sans-serif;font-size:11px;font-weight:normal;"&gt;&lt;font color="#000000"&gt;The &amp;nbsp;places of interest or note in Port Union are the eastern edge of the Scarborough Bluffs, Rouge Beach and waterfront trail, and the Rouge Hill GO Transit commuter train station. Rouge Beach is bordered by a natural marsh area which forms part of the Rouge Park reserve, which extends north along the river watershed to the Oak Ridges Moraine. The area west of the Go Transit station has been developed, in recent years, as a community park on the site of old Port Union village. A pioneer hotel structure which was to have been part of the park was torched by vandals during the park construction work. Now surrounded by new residential development, the park is linked by tunnel to a bike trail and shoreline restoration which is part of a waterfront revitalization plan by the Toronto Regional Conservation Authority. It was later developed as a suburban bedroom community after the Second World War. In recent years the industrial lands along the waterfront have transformed into new subdivisions. The neighbourhood has many mature trees, parkland and waterfront. It is an affluent neighbourhood with 93% home ownership. Port Union is home a large percentage of people with British ancestry.&lt;/p&gt;&lt;p style="line-height:1.5em;margin-top:0.4em;margin-right:0px;margin-bottom:0.5em;margin-left:0px;"&gt;&amp;nbsp;&lt;/p&gt;&lt;p style="line-height:1.5em;margin-top:0.4em;margin-right:0px;margin-bottom:0.5em;margin-left:0px;"&gt;In 1976, a proposal for the regeneration and restoration of the old harbour lands at the southern terminus of Port Union road was proposed by the NANCY-GRIFFOn Foundation Inc and was fully supported by Mayor Gus Harris [and all subsequent Mayors except Joyce Trimmer who blocked the project along with Controller Ken Morish]and the Parks Commissioner Bruce Fleury and Metro Parks Commissioner Robert Bundy. In 1979 the Foundation was incorporated and a fund raising drive was started. Of note was the enthusiastic support of the Commissioner of the Toronto and Regional Conservation Authority, Mr.Dave McLean, then Craig Mather and finally Mr. Brian Denny, in succession. Finally in 2001 land acquisition was begun by the TRCA with public funding. While the old winter harbour can not be restored, the summer harbour and the lands associated with it are being regenerated under a design concept called the&amp;nbsp;&lt;em&gt;King&amp;#39;s Harbour Marine Park&lt;/em&gt;sponsored by the Nancy Griffon Foundation since 1976 for the restoration of &amp;quot;Olde Port Union&amp;quot; including the re-opening of the old &amp;quot;Adams Creek&amp;quot; as required under the Environmental Assessment which flowed from north of the current Hwy 401 into Lake Ontario. Environmentally friendly spray foam insulation, which can help prevent dampness, keep out pollutants and contribute to structural strength, is even partially made with recycled materials.&lt;br /&gt;&lt;br /&gt;Roofs, walls and floors can be insulated as well with special structural panels that consist of two layers of board with insulating foam in between them. The forms that are used to mould a home&amp;rsquo;s poured &lt;span&gt;concrete foundation&lt;/span&gt; can now also be found with insulating ability, and barriers that prevent dampness from rising into the foundation can be used at this stage of construction as well. Even exterior cladding is now insulated to offer greater energy efficiency.&lt;br /&gt;&lt;br /&gt;If you prefer an older home though, there are many simple ways to make it more energy efficient and environmentally friendly.&lt;br /&gt;&lt;br /&gt;Start with an Energy Star programmable thermostat that will save on heating and cooling costs when you&amp;rsquo;re not home. You can take this approach a step further by investing in a new high efficiency furnace or air conditioner.
